Mr. Tse graduated in law ( LL. B. ) from the University of Warwick in UK in 1989 and obtained the Postgraduate Certificate of Laws (P.C.LL.) from the University of Hong Kong in 1991. He was also awarded a Master of Laws (Corporate and Finance Law) [ LL. M.(CFL) ] degree by the University of Hong Kong in 2009.

Mr. Tse has all-round experience in many areas of legal work, including property transactions, company and commercial, dispute resolution and probate and administration. In recent years, he has had his practice shifted to information technology and commercial aspects focused and has been acting for clients carrying on scientific and innovative technology businesses such as solutions and data provider, payment gateway and Chinese medicine research and production.He was also appointed a Civil Celebrant in Hong Kong in 2006.

Mr. Tse speaks fluent English, Cantonese and Mandarin.
